NEMIS Project

National
Educational Management Information Systems
The NEMIS is responsible
for providing education data at the district level in
each province to the MOE and other planning agencies.
NEMIS is required to coordinate, oversee and guide similar
projects established in the four provinces and four
federally administered areas. The NEMIS is also responsible
for collecting, processing
and analyzing educational data related to ICT, FATA,
FANA and AJK. The NEMIS is required to make available
educational data to MOE policy-makers and planners for
the creation of policy options, projections and diagnostic
purposes. Furthurmore, NEMIS is responsible for giving
easy access to educational data and documentation of
school data to the MOE and other agencies interested
in educational planning and evaluation in Pakistan.
One of the major functions of NEMIS is to assist in
the collection of data from the four fedrally administered
area.
Training of data collectors from these areas is an important
role of NEMIS. Furthurmore, the NEMIS collects the annual
school survey data from all four provinces and creates
a national profile of the government schools with regard
to student enrollment, number of teachers and school
facilities.

NEMIS
(National Education Management Information System) Project
Phase 1 was completed between 1991-93. It was sponsored
by UNDP. Phase 2 was called FedEMIS Project and implemented
by AEPAM 1994-98. The main objectives of the project
phase 1 were:
o To establish the infrastructure for EMIS
o Develop the mechanism for collecting educational data/statistics.
This project was spread over 7 focal points (i.e. Islamabad,
Karachi, Lahore, Peshawar, Quetta, Muzaffarabad and
it covered most districts and regions in each province.
Databases that were developed included: 1991-96. Reports
on Pakistan Education Statistics: 1992-93 to 1997-98
was published. Also, school Census of federal Areas:
1993-94 to 1996-97 was completed. |

NEMIS
is a three-year project sponsored by SAP-II to the
tune of Rs. 18.5.00 million. It was planned to commence
from July 1998 but was delayed by a year late. NEMIS
is a continuation of Fed EMIS or Federal EMIS project
(1996-98) which aimed at capacity building of Provincial
EMISs in the country. Now that Provincial EMISs have
become operational and self-sustaining, the scope
of NEMIS has also changed and it mainly revolves around
the following four aspects of basic education policy
in the country:
1. To increase access to basic education, particular
for female students;
2. To improve the quality of education by increasing
learning achievements and completion rates in basic
education;
3. To strengthen institutional capacity to plan, manage
and supervise education programs; and
4. To improve community participation in basic education

School
Census in ICT, FANA, and FATA remains with
NEMIS. From data collection to report generation, all
activities are undertaken by NEMIS. In addition, NEMIS
also collects data generated by the provincial EMIS
centers for producing national Educational Census Reports.
All these reports provide data and information to GOP
for ADP preparation, Economic Survey of Pakistan, and
Federal Bureau of Statistics and to international organization.
NEMIS databases are also available to researchers in
the country and will be placed on a web page for easy
access.
Director General of the Academy is the Chief Executive
of NEMIS while Director MIS Division of the Academy
is the Project Director of NEMIS and act as Drawing
and Disbursing Officer. The Federal Education Secretary/
Chairman of the Board of Governors of AEPAM is the chair
the national EMIS Policy Committee. All technical matters
are looked after by the Technical Committee, where as
the Coordination Committee examines coordination among
the four EMIS Centers in the country, which are Punjab
EMIS, Sindh EMIS, NWFP EMIS, Balochistan EMIS, and Federal
EMIS
