About
AEPAM History
These
Projects (1992-94) were initiated to strengthen the
Academy's resources, develop the expertise of the Faculty,
impart training skills to provincial/regional coordinators
and to identify the basic requirements under Need Assessment
Survey. Eight training workshops under the supervision
of the UNESCO/UNDP consultants have been conducted so
far. Phase-II of this Project is also expected. |

Basic
Research and Implementation in Developing Education
System
This BRIDGES (Basic Research and Implementation in Developing
Education System) as Joint Project of the International
Institute for International Development (HIID) Harvard
University(USA) and the Academy of Educational Planning
and Management, Ministry of Education, was started in
late 1988 to conduct extensive surveys and propose concrete
steps, based on these surveys, to improve the overall
Primary Education in Pakistan.
A series of surveys carried out during 1988 and 1989
in four provinces and the Federal District covering
473 primary schools and over 900 teachers, 40 mosque
schools(included 393 females in 40 villages), 260 observations
of instruction in Urdu, Maths and Science periods in
32 schools and interviews of more than 100 educational
administrators in all provinces were undertaken.
These surveys were mainly focused on the following four
basic issues; Implementation and Management Study of
Primary Education, Implementation Study of Educational
System, Study on Girls Access to Schooling and Classroom
Management Study. On the basis of these National-wide
surveys,28 research papers were developed. |

International
Institute for Educational Planning
The International Institute for Educational Planning
(IIEP), Paris, has been implementing several research
and training activities related to improvement of basic
education programs in developing countries. As part
of this effort, theinstitute in collaboration with UNICEF,
had launched a major program for "Strengthening
National Capacities for Planning, Implementing and Monitoring
Basic Education Goals", in collaboration with this
Academy. The main purpose of the program was to initiate
and strengthen capacity building activities at grass-root
levels in the field of EPM. A workshop was held in Kathmandu,
Nepal from 13-21, December, 1994. The participants of
the workshop included senior planners and policy-makers
as well as heads of national training institutions in
educational planning and management from all participating
countries, namely Bangladesh, Pakistan, Nepal, India
and Srilanka attended the workshop. Country paper on
"Decentralized Planning and Management of Primary
Education" were presented by the Academy at
the Workshop. |

International
Bureau of Education
The Academy in collaboration with International Bureau
of Education (IBE), Geneva, launched a research project
on teacher training for international education, called
"Basic Education for Participation and Democracy:
Key Issues in Human Resources Development (Teacher and
Multicultural/International education)". The basic
purpose of the study from IBE's perspective was to create
a data bank on the subject and to select significant
experiences for analysis. A general objective of the
program is to improve teachers capacity in education
of minorities-an important element for the building
of a more democratic society. This purpose of the IBE
was in confirmity with the Academy's work as Pakistan
also consists of provinces where cultures differ and
so do the values and priorities. But at the same time
Education for All(EFA_ is a national commitment where
democratic right of education has to be extended to
every one irrespective of the cultural norms and ideas.

Federal Educational
MIS
FedEMIS (Federal Educational
Management Information System) Project-Phase I was launched
from July 1991- June 1993 funded by UNESCO/ UNDP and USAID,
however the Phase-II has been launched with the assistance
of the World Bank has been shifted in the Academy in view
of its professional and technical expertise. The main objectives
of the Project-Phase- I were: to establish the infrastructure
for EMIS and develop the mechanism for collecting educational
data/statistics. This project was spreaded over 7 focal points
(i.e. Islamabad, Karachi, Lahore, Peshawar, Quetta, Muzaffarabad
and Gilgit) which covers almost all districts and regions
in each province. During this phase four-year data, i.e. 1991-92
and 1995-96 have been collected under different parameters/
indicators. The Reports on “Pakistan Education Statistics:
1992-93 to 1997 –98 have already been published in addition
to “School Census of Federal Areas 1993-94; 1994-95
and 1995-96” Under this project first time the field
data is being collected in the history of the country however
further improvements are being made in the light of suggestions
put forward by the provinces.

Training
Programmes

I-
Short Term Training Programmes
The Academy also conducts competency oriented short term
training programmes and lectures for different levels
of officers ( i.e. middle level educational administrators
planners personnel etc.) in certain specialized areas
such as Educational Planning and Management (EPM) Financial
Administration Personnel Administration Project Preparation
Educational Statistics, Educational Management Information
Systems (EMIS) Automation of Documentation and Libraries
etc. while several training activities are organized in
collaboration with the Ministry of Education national
and international agencies and has developed organized
in collaboration with the Ministry of Education national

liaison with UNESCO, UNDP, UNCRD, UNICEF, CPSC, World
Bank , ADB, IIEP, HIID (Harvard institute for International
Development. The Academy has conducted has conducted 261
such training courses from December 1982 to 2003. The
nominations for these training programmes are invited
through the Ministry of Education and the Provincial Education
Departments. More than 5000
Educational Managers such as Directors of Education, Executive
District Officer, District Education Officers , Heads
of Institutions and Account Officials etc
have benefited from these training programmes.

II-
long- Term Training Programme
As a follow up of the Education Ministers and Secretaries
Meeting the Academy was entrusted the responsibility for
organizing long term training programmes (10-12 weeks)
in Educational Planning and Management. The Course contents
consist of 9 self-learning packages containing 49 Study
Units. The course contents were prepared under the guidance
of a UNESCO expert. The contents of course packages I-X
were further revised during 1989. The Academy has conducted
the following Five such long term training courses during
1982-2003. |
